Director, Government Affairs

Job Objective

Manage RESOLVE’s government affairs program and engagement with federal and state lawmakers and government officials to advance positive family building policy and stop anti-family legislation in Congress and state legislatures.

 

Main Responsibilities

  • Evaluate federal and state legislation, identify public policy opportunities and threats, and determine RESOLVE involvement based on RESOLVE’s policy matrix and strategic objectives. 
  • Represent RESOLVE before Congress, federal agencies and state legislatures and provide testimony and/or identify constituents to testify at hearings and before key policymakers, working closely with government officials and positioning RESOLVE as the trusted authority on infertility and family building policy.
  • Keep constituents and stakeholders informed on advocacy efforts through appropriate communications vehicles, including Action Alerts and advocacy-related web content.
  • Expand and manage the RESOLVE Advocacy Network of grassroots advocacy volunteers, keeping them engaged and equipped to mobilize on issues. Develop training opportunities to learn and grow their advocacy IQ.
  • Serve as policy and issues expert for federal and state Advocacy Days.  Determine the need for state advocacy days. Participate on team planning and organizing for federal Advocacy Day.
  • Hire and manage federal and state lobbyists as needed.
  • Help draft/oversee the process of drafting model legislation as needed.
  • Serve as Staff contact for advocacy-related questions both internally and externally, and become expert on insurance mandates, cost data, and compelling stats on IVF insurance legislation.
  • Serve as media spokesperson on advocacy issues and speak/present at professional conferences and other events to educate and mobilize the family building community.
  • Staff liaison to corporate and non-profit advocacy partners and coalitions, including the Building Families Coalition, IVF4Vets, Save the Adoption Tax Credit Coalition, and the Coalition to Protect Parenthood after Cancer, and develop new partnerships with like-minded organizations.  Participate in other reproductive health coalitions as needed.
  • Meet strategic objectives (and contribute to development of future objectives) to guide and respond to public policy that impacts people’s ability to build a family and to protect and expand coverage for IVF treatments for more Americans.
  • Manage and oversee Access to Care Team that currently includes Grassroots Advocacy Manager, Access to Care Manager, and Advocacy Coordinator to help accomplish all of the above.  
  • Collaborate with Communications team members to advance advocacy through all means available.
  • Contribute to growth of organization as part of RESOLVE’s management team.
  • Potential to hire and oversee new advocacy staff.
  • All other duties as assigned

Job Requirements

  • Bachelor’s Degree
  • Seven years' experience working with a non-profit organization/association or government/political entity
  • Knowledge of state and federal political processes
  • Ability to build effective relationships and represent RESOLVE at a senior level
  • Track record with successful advocacy campaigns
  • Excellent written and verbal communication skills
  • Ability to work with a diverse group of constituents and partners
  • Ability to manage budget process, read financial reports and supervise a budget
  • Organized, flexible, prompt and with superb attention to detail
  • Capability of working with minimum supervision as well as being a team player
  • Proven abilities in multi-tasking and problem-solving and working in a fast-paced environment
  • Relationships with Members of Congress/legislative staff a plus
  • Marketing and event management experience a plus
  • Knowledge of infertility and various family building options a plus

 

Professional Competencies

Project Management, Staff Management, Coalition Management, Budget Management, Represent RESOLVE at a director/senior level

 

Technical Skills

Proficiency in office software systems and database management

 

Additional Requirements

Travel as needed to Washington DC and key states

Flexibility in scheduling or attending conference calls, programs, and events outside of normal business hours
